The Government of the Commonwealth of Dominica has received financing from the World Bank
toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica and intends to
apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Technical Advisor for Biodiversity Planning and
Management/Forestry Specialist.
Objective of Assignment
The purpose of this assignment is to provide consultancy services to support the PIU in
implementation of project activities specific to forestry and wildlife planning and management.
The primary task is to support implementation of project activities related to Protected Areas (PA)
Planning and Management, and Biodiversity and Sustainable Ecotourism Operations..
Required Qualifications & Experience
Qualifications
- Advanced diploma or higher in forestry or Protected Areas planning and
management, natural resource management or Environmental Studies
Experience
- At least 15 years of experience in forestry or Protected Areas planning and
management.
- Proven experience in development of capacity building programs and conduct trainings
in the field of forestry and wildlife management.
- Demonstrated experience working with multinational agencies (World Bank, UNDP, GEF
etc.).
- Understand national approval processes for recruiting national and international
individuals or firms for goods or services consulting contract.
- Experience working on contracts and with national and international consultants.
- Knowledge of French and Creole is an advantage.
- Must be capable to provide support in the field
Skills
- Excellent interpersonal and communication skills.
- Proficiency in the use of Microsoft Office Applications and software for the design of
communication materials.
- Fluency in English with the ability to write in a clear and concise manner.
- Strong teamwork skills and the ability to prioritize tasks and develop ideas to meet the
project objectives.

Interested Individuals should provide information demonstrating that they have the necessary
qualifications , relevant experience and skills to perform the services.
The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the
World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August
2018, November 2020 and September 2023 setting forth the World Bank’s policy on Conflict of
Interest. In addition, please refer to the following specific information on conflict of interest related to
this assignment i.e., 3.17 (c) & (d) of the Procurement Regulation.
