The Government of the Commonwealth of Dominica has received financing from the World Bank
toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica and intends to
apply part of the proceeds for consulting services.
Objective of Assignment
The purpose of this consultancy is to provide technical support in the capacity of a Land Tenure
Specialist within the first Component of the LETBP project under the activity Revision of existing
legal arrangements and management of the Waitukubuli Trail (WNT). A Land Tenure Specialist
will work in close collaboration and coordination with the technical consultant undertaking the
development of the WNT Management Plan to facilitate stakeholder consultations related to land
tenure processes and to provide key inputs related to co-management arrangements with the
private landowners and service providers along the WNT.
Required Qualifications & Experience
Qualifications
- University degree (bachelor's) in Land Survey, Geography, Physical Planning, Natural
Resources Management, or similar.
Experience
- At least 5 years of professional experience in land tenure and natural resources
management.
- Experience working with landowners, farmers and/or squatter communities.
- Demonstrated leadership and technical ability to develop and effectively communicate
complex ideas to a variety of stakeholders, verbally and in writing in technical and user-
friendly language.
- Knowledge of the institutional framework for Protected Areas in Dominica.
- Work experience in the Caribbean will be considered an asset, specifically in Dominica.
- Knowledge of the WNT and interpersonal relationship with communities and individuals in the area will be considered an asset.
- Ability to communicate in Creole language will be considered an asset.
Skills
- Ability to mediate between stakeholders with various knowledge of co-management,
land tenure arrangements, and different priorities and interests.
- Excellent interpersonal and communication skills.
- Proficiency in the use of Microsoft Office Applications and software for the design of
communication materials.
